No. Routers are supplied without a SIM - you provide a data or M2M SIM from your own network operator. Check the model datasheet for the SIM form factor and whether the model supports dual SIM failover.
A cellular router carries IP traffic over a mobile network - it backhauls a site. A LoRaWAN gateway receives LoRaWAN radio packets from sensors. Some Milesight gateways include a cellular modem for backhaul, which makes them self-backhauling gateways, not routers. If you need to connect a PLC, camera or PC to the internet, you want a router.
Usually not. Most telemetry, remote-access and site-monitoring applications run comfortably on LTE. 5G is worth specifying where you need high sustained throughput or low latency, for example multiple video streams. Choosing 5G also constrains which networks and SIM tariffs are available to you.
Milesight routers support VPN tunnelling, with the exact protocols varying by model and firmware. Check the model datasheet for the list before committing it to a specification, and tell us the VPN concentrator you need to reach so we can confirm compatibility.
